سياسات أمن الوثائق وحمايتها في الأرشيف الوطني الأمريكي (NARA): دراسة وصفية

انطلاقًا من أن الأرشيفات الوطنية ذاكرة الأمة، ومبعث نهضة الأمم من واقع وثائقها؛ فقد ركزت قوانين إنشائها؛ وخصوصًا الدول المتقدمة على اتخاذ ما يلزم من تدابير وإجراءات تتعلق بالعمليات الفنية أو بخدمات الوثائق؛ لذا فقد عمل الأرشيف الوطني الأمريكي (NARA)^([i]) على اتخاذ كافة التدابير؛ ومن بينها التدابير الأمنية المتعلقة بأمن الوثائق وحمايتها في صورة سياسات ومعايير منشورة على موقعه الرسمي، يسعى البحث إلى وصفها.
يتضمن البحث مجموعة من النقاط التفصيلية؛ تبدأ بتعريف ونشأة الأرشيف الأمريكي، وسياسة أمنه وحمايته من عدة محاور؛ وهي: أمن المبنى وتصميمه، وسياسته في اختيار مواد البناء والتشطيب، سياسة (NARA) في اختيار معدات التخزين والتعبئة.ونظام التخزين، وسياسته في حفظ الوثائق وطرق تخزين الوسائط المختلفة وحماية أماكن التخزين، وسياسته في حماية الوثائق من العوامل البيولوجية والبيئية والكوارث البشرية، وإجراءاته في إقامة المعارض، والمواد التي وصَّى الأرشيف باستخدامها، أو عدم استخدامها بسبب الأضرار الناتجة عن استخدامها.
وقد خرج البحث بعدد من النتائج والتوصيات؛ أبرزها أن الأرشيف الأمريكي (NARA) لم يكتفِ بتطبيق المعايير الدولية في مجال حفظ الوثائق وأمنها وحمايتها؛ بل تعدى هذا الدور ليقنن معايير محلية يطبقها كأرشيف وطني (NARA)، ويعزز تطبيقها في أرشيفات الولايات الأمريكية، وتحويل هذه المعايير لسياسات مقننة، كما أنه يُجري التجارب على المواد المستخدمة في البناء وتشطيبات المبنى، والمواد المستخدمة في صناعة وسائط تسجيل المعلومات وغيرها من المواد ليتأكد من أمن هذه المواد، وعدم إضرارها بالوثائق.
 
Abstract
Recognizing that national archives serve as the memory of a nation and are the foundation for the revival of nations through their documents, the laws governing their establishment, particularly in developed countries, emphasize the necessity of implementing measures and procedures related to technical operations or document services.Consequently, the National Archives and Records Administration (NARA) has taken all necessary measures, including security measures concerning document security and protection, in the form of published policies and standards on its official website, which this research aims to describe.
This research relies on a descriptive methodology to detail everything related to document security policies and protection, ultimately forming a comprehensive vision and a structured policy that can be utilized.
The research includes a range of detailed points starting with the definition and establishment of the American archive and its security and protection policy from several perspectives: building security and design, (NARA)'s policy on selecting construction materials and finishes, its policy on choosing storage and packaging equipment, the storage system, its policy on document preservation, methods of storing various media, and protecting storage locations.Additionally, it addresses policies to protect documents from biological and environmental factors and human disasters, as well as procedures for organizing exhibitions, and materials that the archive has recommended for use or prohibition due to the damage caused by their use.
The research concludes with several findings and recommendations, the most notable being that the American archive (NARA) has not only implemented international standards in the field of document preservation, security, and protection but has also gone beyond this role to establish local standards that it applies as a national archive (NARA), promoting their application in the archives of US .states and transforming these standards into regulated policies.It also conducts experiments on materials used in construction and building finishes, And the materials used in the production of information recording media and other materials to ensure the safety of these materials and their non-harmful effects on documents.Top of Form
